A quieter news day after two heavy rating-change batches this week. No new confirmed race-rating moves today — today's seat-change score is 0. One competitive House debate and a tightening Georgia governor's poll below, plus the 7-day score ledger.
01Race developments
In the second and final debate between Rep. Ashley Hinson (R) and Democratic challenger Josh Turek, Hinson broke from the administration over its deal easing sanctions on Russian diesel, arguing fuel prices could come down without benefiting Putin. Turek countered that Hinson's tariff votes are pushing Iowa farmers toward a crisis. The seat (Trump won the district by 13 points in 2024) was moved to Toss-up by Cook on Oct. 9 and is one of several Iowa districts rated competitive this cycle.
An InsiderAdvantage poll of 800 likely voters (Oct. 12–13) put Rick Jackson (R) at 49%, Keisha Lance Bottoms (D) at 47%, with the race's ±3.46% margin of error larger than the gap. One poll from one firm — not a rating change — but it's the freshest public read on a race Cook already rates a toss-up with early voting underway.
Follow-up on the Trump rally for Sen. Roger Marshall first flagged Oct. 12–13: reporting now confirms the venue as the Heartland Credit Union Arena in Park City (Wichita), part of a roughly 10-state October swing. No firm date has been set yet. Cook's toss-up rating holds on a seat Kansas Republicans have not lost in roughly a century.
Georgia and Maine Senate debate coverage (Ossoff–Collins, Collins–Jackson, both Oct. 13) is skipped today — already fully covered in the Oct. 16 issue with no materially new facts since.
02Polling & forecasts
No confirmed rating changes from Cook, Sabato, or Inside Elections found in the last 24–48 hours — a quiet stretch after this week's two large batches (Oct. 13 and Oct. 17). Generic ballot: Silver Bulletin's most recent confirmed reading remains D+8.9 as of Oct. 16, essentially flat since Oct. 12 (D+8.8); no fresher number located today. See Section 5 for the full rating-change ledger.
03Election administration & security
Nothing new and verified in this category in the last 24–48 hours. The Oct. 9 federal ruling vacating DOJ's nationwide voter-roll program (Judge Sooknanan, D.D.C.) and the Oct. 15 white-powder-letter mailings to secretary-of-state offices remain the most recent confirmed developments; both were covered in prior issues and nothing has moved on either since. No new court rulings, official statements, or verified security incidents turned up today. As always: no likelihood-of-stealing-the-election scoring here — that isn't something this digest quantifies.
04Seat-change score
Flat ±1 per individual race-rating movement from a named nonpartisan rater (Cook, Sabato, Inside Elections), confirmed only — not polls, fundraising, endorsements, or aggregate probabilities. Positive = toward Democrats.
